The following systems will be put into place to deal with the various troubles of our populace:
Recovery system: This system will consist of different facilities across the nation that focus on different areas of work. The boarder’s presence there will be required by the state because of non-felony criminal offenses, drug abuse, or other serious, yet minor offenses. Work is mandatory of all boarders, and classes geared towards recovering from their specific issues, as well as General Life classes will be required. Although boarders will not be allowed to leave the considerably large facilities, they will be allowed a limited time to interact and have free time with other boarders. Those boarders in this system are there with the intention of being released back into free society but must do their time and show they are worthy to live as free individuals.
Labor system: This system will be very similar to the recovery system, but is more controlled and for permanent internees. Those put into this system will be people who have proven they function better in a controlled environment. There are those that left to their own devices cannot control themselves, and they and society as a whole suffer because of it. Work here is also mandatory and self-improvement, trade-school and some other classes will also be made available. Rarely will people in the Labor system be reassigned to the Recovery system but some flexibility must exist for the exceptions.
Prison system: This system will also be similar to the Recovery and Labor systems, but will not be filled with minor criminal offences. Instead the Prison system will include only those who have committed the worst crimes (murder, violent rape, treason, etc). They will be required to work hard labor according to their physical ability. Those who are incapable, or reach an age where they can no longer pay for their own internment, reparations to individuals harmed and society, will be given a death sentence. All death sentences will be carried out within no longer then two months from the sentencing date.
All of these systems will be paid for themselves from the labor/production of the inmates. All these systems will be monitored to make sure they run smoothly and as they are supposed to. Abuse by guards or fellow prisoners, as well as incompetent management will be dealt with strictly.
